It was established by consensus of the member countries during the meeting of June 28, 2006 in Antigua Guatemala. The Council is coordinated by an Executive Secretariat (SECOSEFIN), which is part of the economic framework of the Central American Integration System (SICA).<\/p>\n
The key vision is that the coordination of fiscal policy and the progressive harmonization of taxes among the countries of the region are essential to the progress on Central American integration, the Customs Union, and the process of trade liberalization with other regions of the world. The duration of their term will be determined by the Council members through resolutions issued for that purpose. They will appoint a Vice-President who will replace them in their absence.<\/p>\n

The Executive Secretariat is the technical and administrative body of COSEFIN and is composed of the Executive Secretary, who heads it, the advisory bodies in legal, technical, and financial-administrative matters, as well as the administrative and support staff.<\/p>\n
Additionally, the Executive Secretariat places topics of interest to its member countries in strategic forums; it also provides countries with supplementary input for the design and evaluation of fiscal policy; actively seeks solutions to issues of interest; operationalizes the Fiscal Interest Matrix (MIF) and adapts it to new challenges.
