He has over two decades of experience in the design, implementation, and evaluation of public policies, both nationally and internationally.
He served as Deputy Minister of Finance in the administration of President Hipólito Mejía, and at the Ministry of Finance, he held the position of Vice Minister of Fiscal Policy and Public Credit, establishing himself as a key technical figure in reform processes and negotiations with international organizations.
He served as Director General of Internal Revenue during the 2016-2020 term. He has also worked as an advisor and consultant for various national public institutions, the Inter-American Development Bank (IDB), the World Bank, and the governments of El Salvador, Honduras, Belize, and Uruguay. Vicente possesses strong professional skills in negotiation, business planning, international business, corporate development, and mergers and acquisitions.
He has held positions as Director of the National Council of Private Enterprise (CONEP), President of the Chamber of Commerce and Production of Santo Domingo, and of the National Association of Young Entrepreneurs (ANJE). He has also worked as a lecturer in the Master’s program in Financial Management at PUCMM and in the Economic Environment module of the MBA program at Barna Business School.
The Minister of Finance is the Managing Partner of MacroAnalit, a firm specializing in corporate finance and economics.
