He has over two decades of experience in the design, implementation, and evaluation of public policies, both nationally and internationally.

He served as Undersecretary of Finance in the government of President Hipólito Mejía, and at the Ministry of Finance, he was Vice Minister of Fiscal Policy and Public Credit, establishing himself as a key technical figure in reform processes and negotiations with international organizations.

He held the position of Director General of Internal Revenue from 2016 to 2020. He has also served as an advisor and consultant to various national public institutions, the Inter-American Development Bank (IDB), the World Bank, and the governments of El Salvador, Honduras, Belize, and Uruguay. Vicente possesses strong professional skills in negotiation, business planning, international business, corporate development, and mergers and acquisitions.

He has held the positions of Director of the Consejo Nacional de la Empresa Privada (CONEP), presidente de la Cámara de Comercio y Producción de Santo Domingo y de la Asociación Nacional de Jóvenes Empresarios (ANJE). He also taught in the Master’s program in Financial Management at PUCMM and in the Economic Environment module of the MBA program at Barna Business School.

The Minister of Finance is the managing partner of MacroAnalit, a firm specializing in corporate finance and economics.
