Technical Groups

COSEFIN, in accordance with its operational structure, has technical working groups with the objective of fulfilling the Council’s mandates and coordinating its tasks. These working groups are:

Grupo de Trabajo de Política Fiscal (GTPF)

The Grupo de Trabajo de Política Fiscal (GTPF) is the group approved by COSEFIN (the Costa Rican Financial Council) that has been given a technical advisory role, facilitating regional work and its impact at the national level. It also serves as a coordinator for the other technical working groups.

The COSEFIN Executive Secretariat coordinates with the GTPF all the regional work necessary to implement the Fiscal Interest Matrix (MIF), which is COSEFIN’s Regional Work Plan, updated after the COVID-19 pandemic, and to implement projects generated from this regional instrument and in collaboration with other international cooperation agencies. The GTPF is typically composed of the Directors of Fiscal Policy or their equivalents in the Ministries of Finance of the COSEFIN member countries.

Grupo de Trabajo de Política Tributaria (GTPT)

The Grupo de Trabajo de Política Tributaria (GTPT) is composed of officials from the Ministries of Finance of the COSEFIN member countries whose area of ​​expertise within their organizations is directly related to taxation.

The functional areas of the TWPG members may include, but are not limited to: Tax Analysis and Policy Directorates; Internal Revenue Directorates; Tax Audit Directorates; Taxation Departments; Revenue Directorates; Tax Policy and Legislation Directorates, etc.

The TWPG discusses and shares experiences in tax policy and promotes best practices in this field.

Grupo de Trabajo Presupuesto Públicos (GTPP)

The Grupo de Trabajo Presupuesto Públicos (GTPP) is composed of Budget Directors or their equivalents in the finance ministries of the COSEFIN member countries. The GTPP works to promote common budget mechanisms and harmonize budget guidelines on issues of interest to COSEFIN, such as Climate Finance (e.g., Climate Budget Classifiers) and Results-Based Budgeting with a Gender Perspective, among others.

Grupo de Trabajo de Crédito e Inversión Pública (GTCIP)

The Grupo de Trabajo de Crédito e Inversión (GTCIP) It is composed of the directors of Public Credit or Public Investment, or officials explicitly designated for purposes related to such matters. One of the main objectives of the GTCIP is to identify potential public investment projects of regional scope (bilateral or broader) and explore mechanisms for implementing them.

Grupo de Trabajo de Estadísticas en Finanzas Públicas (GTEFP)

The Public Finance Statistics Working Group (GTEFP) is comprised of representatives from the seven finance ministries/secretariats of the region; the Executive Secretariat of the Council of Ministers of Finance of Central America, Panama, and the Dominican Republic (SECOSEFIN); the six central banks of the region; the Executive Secretariat of the Central American Monetary Council (SECMCA); and the National Institute of Statistics and Census (INEC) of Panama; with technical support from the International Monetary Fund’s (IMF) Regional Technical Assistance Center for Central America, Panama, and the Dominican Republic (CAPTAC-DR).

One of the GTEFP’s main achievements is the compilation of Harmonised Public Finance Statistics for Central America, Panama, and the Dominican Republic. This effort helps improve the quality of the analysis of public sector fiscal and debt statistics, using the most up-to-date international standards and providing methodologically comparable indicators across the seven countries. To achieve this objective, a work plan was defined for the period 2018–2023, based on the most up-to-date global analytical framework: the 2014 Government Finance Statistics Manual. The statistics derived from the efforts of the GTEFP are used to study the size of government, its contribution to aggregate demand, investment, and savings. They also allow for the analysis of the impact of fiscal policy on the economy, including indicators such as national debt, the fiscal balance, the tax burden, and the composition of public debt, among others. Additionally, the GTEFP provides data on topics of great interest such as fiscal rules, public deficits, the evaluation of the quality of spending on poverty alleviation, the sustainability of fiscal policy, and issues related to the redistribution of national wealth.

The statistics that the GTEFP helps to produce are traditionally published on the SECMCA website and are derived from structured work. They may present methodological differences compared to the national figures currently published by each country. In this regard, the GTEFP is continuously working to harmonize public finance statistics in the region, and it is expected that, in the medium term, through a data integration platform of SECOSEFIN, the information will be consolidated and made available to the general public.

Grupo de Trabajo de Tecnologías de la Información (GTTIC)

The Grupo de Trabajo de Tecnologías de la Información (GTTIC) It is composed of managers, directors or heads of Information Technology departments and focuses on the exchange of experiences on technological resolutions, system interoperability, information security and the implementation of digital tools that optimize efficiency and transparency in the Tax Administrations of the COSEFIN region.

El Grupo de Trabajo de Asesoría Jurídica (GTAJ)

The Grupo de Trabajo de Asesoría Jurídica (GTAJ) is composed of legal advisors or experts from the various legal departments within the Ministries of Finance. Its purpose is to support the tax administrations of the COSEFIN member countries in the interpretation and application of tax, budgetary, and public financial management regulations. Its work is essential to ensuring compliance with national and international legal frameworks and to facilitating knowledge of reforms and best practices in the legal field relevant to the Ministries of Finance.

El Grupo de Trabajo de Tesorería (GTT)

The Grupo de Trabajo de Tesorería (GTT) is composed of the treasurers of the Finance Ministries of the COSEFIN member countries. Its objective is to strengthen the management of government treasuries in the region, promoting modernization and efficiency in the administration of public resources. It addresses issues related to the centralization of funds, optimization of payments, and cash management, in coordination with the Budget, Accounting, and Public Credit systems, in order to improve the transparency and management of public finances in member countries.
