He served as Undersecretary of Finance in the government of President Hipólito Mejía, and at the Ministry of Finance, he was Vice Minister of Fiscal Policy and Public Credit, establishing himself as a key technical figure in reform processes and negotiations with international organizations.
He held the position of Director General of Internal Revenue from 2016 to 2020. He has also served as an advisor and consultant to various national public institutions, the Inter-American Development Bank (IDB), the World Bank, and the governments of El Salvador, Honduras, Belize, and Uruguay. Vicente possesses strong professional skills in negotiation, business planning, international business, corporate development, and mergers and acquisitions.
He has held the positions of Director of the National Council of Private Enterprise (CONEP), President of the Santo Domingo Chamber of Commerce and Production, and President of the National Association of Young Entrepreneurs (ANJE). He also taught in the Master's program in Financial Management at PUCMM and in the Economic Environment module of the MBA program at Barna Business School.
The Minister of Finance is the managing partner of MacroAnalit, a firm specializing in corporate finance and economics.

She was part of the Central American Institute for Fiscal Studies (Icefi), where she was responsible for studying the General Budget of State Revenues and Expenditures. Her expertise will be fundamental for the proper management of the State's public finances.
She also worked in the Statistics and Economic Studies departments of the Bank of Guatemala. She has been a consultant for the Economic Development and Social Development divisions of the Economic Commission for Latin America and the Caribbean (ECLAC).
She studied Economics at the University of San Carlos of Guatemala. She holds a master's degree in government and public policy in Latin America from Pompeu Fabra University/IDEC in Barcelona.
She has a postgraduate degree in Quantitative Methods from the Bank of Guatemala and Rafael Landívar University, and a postgraduate degree in Finance from the University of Valparaíso, Chile.


He is a lawyer by profession, a graduate of the Central American Technological University (UNITEC), and a Notary Public authorized by the Supreme Court of Justice (CSJ). He holds a Master's degree in Social Sciences from Tamkang University, Taiwan, a Master's degree in Strategy and Communication from the Inter-American Center for Political Management, Miami, USA, and a Diploma in Higher Education from UPNFM. He has participated in various courses, congresses, and summits related to political and electoral issues, as well as civil aviation.
He has worked in the Public Administration for over 10 years, holding various positions such as Secretary General of the Ministry of Labor and Social Security, Administrative Secretary of the Honduran Civil Aeronautics Agency, and Secretary General of the Unit for Financing, Transparency, and Oversight of Political Parties and Candidates. He also served as Commissioner of the Liquidation Commission of the National Transportation Directorate, acquiring extensive experience and knowledge in administrative procedures within centralized, decentralized, and collegiate institutions. In the private sector, he has served as an advisor and legal representative for several private institutions.
He is a proactive individual with leadership and creative qualities, possessing strong negotiation and conciliation skills for conflict resolution. He is currently the President Commissioner of the Unit for Financing, Transparency, and Oversight (UFTF), committed to the institutional development required by his position.


He has worked as an economist for the journal Actualidad Económica, co-authored the economic section of the State of the Nation Report, and coordinated the Introduction to Economics course at the same university. He has also served as an economist for Costa Rica at the Center for Latin American Studies and as an associate consultant for the Centro de Investigación y Capacitación en Administración Pública (CICAP).
He has over 16 years of teaching experience in undergraduate and graduate programs and a career marked by a commitment to rigorous analysis, the training of new generations, and serving the country as a professional.

He has been involved in the business sector as managing partner and chairman of the board of directors of INDESA, a firm specializing in economic research and analysis. His experience encompasses business intelligence, data analysis, financial and strategic advisory services, and corporate finance services. He has held prominent roles as an investment advisor, general manager and president of the Panama Stock Exchange, as well as of the Latin American Securities Depository, and as a banker. He has also served as an independent director on several boards and as vice president of the Panamanian chapter of Transparency International.

Prior to his appointment as Minister, Dr. Martinez served as Chief Executive Officer (CEO) of the Ministry, a role from which he gained in-depth knowledge of the national economic context and the country's main structural challenges. His prior experience in public administration, combined with his academic background, positions him as a key player in leading Belize's agenda for growth, innovation, and economic development.
