COSEFIN

About us

The Consejo de Ministros de Hacienda o Finanzas de Centroamérica, Panamá y la República Dominicana (COSEFIN) is a regional body that discusses issues related to the harmonization, development, information, and convergence of fiscal policies.

It was established by consensus of the member countries during the meeting of June 28, 2006, in Antigua, Guatemala. The Council is coordinated by an Secretaría Ejecutiva (SECOSEFIN), which is part of the economic framework of the Sistema de Integración Centroamericano (SICA).

The key vision is that the coordination of fiscal policy and the progressive harmonization of taxes among the countries of the region are essential to advance Central American integration, the Customs Union, and the process of trade liberalization with other regions of the world. All of this must be achieved without undermining the tax base and while fulfilling the region’s social development goals.

The members of COSEFIN are the heads of the Ministry of Public Finance of Guatemala, the Ministry of Finance of El Salvador, the Finance Secretariat of Honduras, the Ministry of Finance of Costa Rica, the Ministry of Finance of the Dominican Republic, the Ministry of Finance and Public Credit of Nicaragua, and the Ministry of Economy and Finance of Panama.

Pro Tempore Presidency

The Pro Tempore President of the Council is the spokesperson for COSEFIN before the various bodies of the Central American integration system, as well as in different international cooperation forums and mechanisms. The duration of their term will be determined by the Council members through resolutions issued for that purpose. They will appoint a Vice-President who will replace them in their absence.

Currently, the Pro Tempore Presidency of the Council is held by the Ministry of Economy and Finance of Panama, headed by Mr. Felipe Chapman, who will serve in this capacity through the second half of 2025.

Powers of the Pro Tempore Presidency

  • To preside over COSEFIN at sectoral meetings before SICA and international cooperation agencies.
  • To preside over the Council at its ordinary and extraordinary meetings.
  • To authorize the Executive Secretary to convene ordinary and extraordinary meetings.
  • To approve the agenda for each meeting, taking into account the opinions and requests of COSEFIN members, the regional commitments made regarding Treasury or Finance by Central America, Panama, and the Dominican Republic at the Presidential Summits, and the ongoing regional work programs.
  • To endorse and submit proposed amendments to the COSEFIN Rules of Organization and Operation.
  • To submit reports on its activities.
  • To perform the other functions described in the legal instruments of the Central American Integration System.

Executive Secretariat

The Executive Secretariat of COSEFIN is the permanent executive body of the Council of Ministers of Finance of Central America, Panama, and the Dominican Republic (COSEFIN). Its fundamental objective is to implement COSEFIN resolutions and contribute to the fulfillment of the purposes of the Tegucigalpa Protocol and the Guatemala Protocol.

The Executive Secretariat is the technical and administrative body of COSEFIN and is composed of the Executive Secretary, who heads it, the advisory bodies in legal, technical, and financial-administrative matters, as well as the administrative and support staff.

Additionally, the Executive Secretariat raises issues of interest to its member countries in strategic forums; it also provides countries with supplementary input for the design and evaluation of fiscal policy; it actively seeks solutions to issues of interest; it operationalizes the Fiscal Interest Matrix (MIF) and adapts it to new challenges. Likewise, it represents the voice of the Ministers of Finance within the Central American Integration System (SICA).

SECOSEFIN Mission

The Executive Secretariat of the Council of Ministers of Finance of Central America, Panama and the Dominican Republic (SECOSEFIN) is the permanent executive body of said Council, whose mission is to execute the decisions issued by COSEFIN, energizing and articulating actions for the implementation of its regional work plan on fiscal policy, and of the regional decisions that contribute to the strengthening of the countries of the Central American Integration System (SICA).

SECOSEFIN Vision

SECOSEFIN’s vision is to be a benchmark in Central America, Panama and the Dominican Republic in the field of Fiscal Policy before the Central American Integration System (SICA), International Organizations and other related interest groups.
