The Council of Ministries of Finance of Central America, Panama and the Dominican Republic (COSEFIN) is a regional body that discusses issues related to the harmonization, development, information, and convergence systems of fiscal policies.
It was established by consensus of the member countries during the meeting of June 28, 2006 in Antigua Guatemala. The Council is coordinated by an Executive Secretariat (SECOSEFIN), which is part of the economic framework of the Central American Integration System (SICA).
The key vision is that the coordination of fiscal policy and the progressive harmonization of taxes among the countries of the region are essential to the progress on Central American integration, the Customs Union, and the process of trade liberalization with other regions of the world. All of this must be achieved without undermining the tax base, while fulfilling the region’s social development goals.
