The Consejo de Ministros de Hacienda o Finanzas de Centroamérica, Panamá y la República Dominicana (COSEFIN) is a regional body that discusses issues related to the harmonization, development, information, and convergence of fiscal policies.
It was established by consensus of the member countries during the meeting of June 28, 2006, in Antigua, Guatemala. The Council is coordinated by an Secretaría Ejecutiva (SECOSEFIN), which is part of the economic framework of the Sistema de Integración Centroamericano (SICA).
The key vision is that the coordination of fiscal policy and the progressive harmonization of taxes among the countries of the region are essential to advance Central American integration, the Customs Union, and the process of trade liberalization with other regions of the world. All of this must be achieved without undermining the tax base and while fulfilling the region’s social development goals.
